The Citizens General Obligation Bond Committee took several procedural actions and received brief updates from oversight offices during its meeting.
The committee approved the minutes of its Oct. 23, 2023 meeting (roll call recorded and transcript states "The motion passes"). Staff announced that agenda item 5 was removed from today’s meeting and will be taken at the February meeting on Feb. 26. Staff also noted the committee’s annual scope, schedule and budget report will be issued and offered to present results at the February meeting.
Mark Dela Rosa, Director of Audits in the Controller’s Office Auditor Division, said the office has not issued any new public integrity reports since October and is continuing procurement and supplier assessments as part of its FY24 work plan. Natasha Mihal, City Performance Director, said several annual reports will be released next week: an "Our City, Our Home" report that the team will issue Thursday (which the director said shows 27,433 households served, 783 permanent supportive housing units added and 170 mental health treatment beds), the FY23 annual performance measures report, a parks maintenance standards report, and a nonprofit fiscal and compliance monitoring annual report.
Beau Scott from the Controller’s Office of Public Finance said the city is monitoring market conditions in an elevated interest‑rate environment and tentatively expects to issue a third round of preservation and seismic safety bonds in the latter half of FY24, coordinating timing with the Mayor’s Office of Housing and Community Development.
Staff read a committee announcement stating that, following a Board of Supervisors action on Oct. 17, remote public comment will be discontinued at future committee meetings except as legally required to accommodate people with disabilities.
The committee presented a certificate of appreciation to Rosanna for stewardship of the Citizens General Obligation Bond Oversight Committee during the pandemic; members offered thanks and took photos. Chair adjourned the meeting at 10:10 a.m.
