OCII adopts employee COVID-19 vaccination policy, sets Dec. 31 deadline

The Commission on Community Investment and Infrastructure on Nov. 2 adopted a COVID-19 vaccination policy for OCII employees that aligns with the City and County of San Francisco requirements and delegates authority to the executive director to implement it (Resolution 39-2021). The resolution passed by roll-call vote, 4 ayes and 1 absent.

Monica Davisteen, OCII’s human resources and administrative services manager, presented the policy and the agency’s compliance to date: all employees had reported vaccination status, 38 staff were fully vaccinated, 2 were partially vaccinated and 1 reported unvaccinated but indicated plans to vaccinate upon return to office. The proposed OCII policy requires employees to be fully vaccinated by Dec. 31, 2021 and makes vaccination and reporting vaccination status a condition of employment, consistent with City Department of Human Resources guidance.

Vice Chair Rosales moved the item and Commissioner Scott seconded. Commissioners asked no substantive questions during the roll call and the motion carried with four members voting yes. After the vote, Chair Miguel Bustos asked staff to prepare a separate draft policy for commission members (a commission-level vaccination requirement) to be agendized for future consideration.

Staff noted the city had set a Nov. 1, 2021 reporting deadline under its DHR policy and that the city’s Safer Return Together health order (amended Sept. 2021) continues to emphasize vaccination as a key mitigation strategy.
