Oversight committee renews AB361 finding to continue remote meetings for 30 days

Committee staff read a resolution invoking AB361 and California Government Code section 54953(e) and the Citizens General Obligation Bond Oversight Committee voted unanimously to adopt it, allowing the committee to continue meeting by teleconference for at least the next 30 days.

The resolution, read into the record by committee staff, states in part that “the state of California and the city remain in a state of emergency due to the COVID-19 pandemic” and records findings that in-person meetings would present an imminent risk to attendees. Vice Chair Matthews noted that the governor and mayor have provided temporary amendments to open-meetings rules during the pandemic and said the committee must renew the finding every 30 days to preserve teleconference authority.

There was no public comment on the item. The committee then took a roll-call vote: Member Larkin, Vice Chair Matthews, Member Pantoja, Member Post and Member Sanderlyn all voted aye; Chair McHugh was absent. The resolution was adopted and the staff was directed to place a substantially similar resolution on the agenda at the next meeting if the committee still intends to meet remotely.

Next steps: the committee will revisit the finding within 30 days and re-adopt the resolution if it intends to continue remote meetings.
