OCII amends ParkLab contract to add Mission Bay P3 management and $70,960 operating increase

The Commission on Community Investment and Infrastructure on Oct. 18 approved a first amendment to the ParkLab Open Space Management personal services contract to expand maintenance and management in Mission Bay and increase the operating budget by $70,960.

Mark Slutskin, project manager for Mission Bay, told the commission the amendment would add Park P3 to the ParkLab management contract so OCII can operate the park prior to formal city acceptance and would add Park P2 bioswales and landscaping once completed. The budget increase breaks down to roughly $24,000 for landscaping at P2, $15,000 to address unforeseen rodent damage, approximately $25,000 for higher insurance costs than initially estimated, and smaller items such as a $1,960 management fee.

Slutskin said the overall increase represents a 3% change in the open‑space operating budget and that the CAC had unanimously recommended approval. He said the goal is to have fences down at P3 by the end of the month if a license agreement with the city and the master developer is finalized.

Sarah Bertram of Mission Creek Harbor provided public comment in support, thanking staff for transitioning stewardship and saying residents are "really excited for the fences to come down on P3." Commissioners raised long‑term maintenance and naming policy questions; General Counsel Morales and staff noted the agency does not have a naming policy and that parks are still city property, requiring coordination with Rec and Park for any formal name approvals.

Commissioner Lederman moved to approve the amendment, Commissioner Brackett seconded, and the resolution passed by roll call (4 ayes, 1 absent).
