OCII reauthorizes monthly teleconference meetings under AB 361

The Office of Community Investment and Infrastructure commission on Dec. 6 reauthorized its use of teleconferencing under AB 361 and the Brown Act, voting 5‑0 to adopt resolution 45‑2022 that staff said is required monthly to continue remote public meetings during the state of emergency.

Director Thor Kozlowski told the commission the vote is a routine, staff‑recommended reauthorization while the governor’s emergency declaration remains in effect. "Under the state Brown Act, we are required to hold publicly accessible meetings," Kozlowski said, and AB 361 permits video‑teleconferenced meetings once certain findings are made.

Chair Bustos called for the motion; Commissioner Brackett moved and Commissioner Ludlam seconded. The secretary took roll and recorded five ayes, after which the chair declared the motion carried.

The action keeps OCII’s remote meeting procedures in place, including the public comment dial‑in and access instructions staff reiterated at the start of the meeting. No public speakers addressed that item prior to the vote.

The commission is scheduled to revisit the reauthorization at the next regular meeting on Dec. 20.
