Liaison reports partial spend and issuance status for 2020 Health & Homelessness Parks and Streets bond

A committee liaison briefed the Citizens General Obligation Bond Oversight Committee on the 2020 Health and Homelessness, Parks and Streets GO bond, a $487.5 million program that funds recreation/parks, treatment and supportive housing, and street/curb improvements.

The liaison reported that Recreation & Parks has issued approximately $170.3 million of its allocation and has spent $5.4 million with roughly $53 million encumbered for projects including neighborhood parks and Golden Gate Park; a second issuance is scheduled for spring. Public Works has expended about $25.8 million of the $41.5 million allocated for street resurfacing and right‑of‑way work. Public Health was reported to have $60 million allocated, including $18.5 million budgeted for a behavioral health residential care and treatment facility, but the liaison said no funds from this bond portion have been spent to date; staff are looking for a suitable site. The Homelessness & Supportive Housing portion has issued $30 million of its $147 million allocation and the liaison noted that while the goal is to acquire and rehab roughly 250 units, no funds have yet been spent on land acquisition from this bond allocation.

The liaison flagged familiar implementation challenges: supply chain constraints, rising construction costs and unforeseen site conditions, and said these have affected schedules and budgets across multiple bond programs. The committee thanked the liaison and requested a program report in about six months.
