2) Item 5b — Election of Vice Chair: Dr. Carolyn Scott was nominated in absentia; the commission voted to elect her as vice chair for the unexpired term, pending her acceptance (3 ayes, 1 absent).
3) Item 5c — Authorizing issuance of special tax refunding bonds for Community Facilities District No. 6 (Mission Bay South), Resolution 27-2023: The commission approved documents authorizing the refunding transaction and related agreements (3 ayes, 1 absent). Staff estimated approximately $17,000,000 in present-value savings and outlined next steps to the Oversight Board and Department of Finance.
