Commission creates permitting-focused subcommittee to oversee reforms and customer experience

The commission approved the creation of a subcommittee to concentrate on three areas identified in recent reform reports: permitting and plan review, inspections, and automation.

Commissioner Beto introduced the proposal as a focused forum to track implementation of prior recommendations (including the business process reengineering and Gartner reports), coordinate interdepartmental issues and surface customer experiences to the full commission. Commissioners discussed scope — whether the group should be short‑term or ongoing — and agreed the subcommittee would make recommendations to the full BIC and not act autonomously.

The commission voted unanimously to name Commissioner Beto, President McCarthy and Vice President Tam to the subcommittee. Staff and the deputy city attorney clarified Brown Act constraints: a quorum of commissioners may not attend subcommittee meetings if it would constitute a full commission meeting, and membership can be reconstituted annually.

Why it matters: Commissioners described the subcommittee as a place for technical review of implementation of reforms and for capturing builders’ and applicants’ experiences to make permitting and inspections more consistent and transparent.

Next steps: Subcommittee members will convene, triage top priorities (permitting timelines, inspection consistency, automation options) and bring formal recommendations back to the full commission.
