OCII and Public Works agree to infrastructure task‑force MOU for Transbay projects with $100,000 annual cap

OCII approved a memorandum of understanding with San Francisco Public Works to secure infrastructure task‑force support for Transbay Zone 1 projects. Ben Brandon, Transbay project manager, described responsibilities under the proposed MOU: guiding parcel maps through the bureau of streets and mapping, coordinating infrastructure design and permit reviews, processing notices of completion, documenting easements and project maps, and attending meetings and site visits. The MOU term was presented as 13 years (through 2035 with a 2035–36 closeout year), with an annual not‑to‑exceed budget of $100,000 and a monthly staff‑hour budget example of $7,500 plus a 10% contingency.

Commissioners questioned whether an escalator for rising DPW costs should be built into the MOU. Staff replied the contingency and the annual appropriations process provide fiscal controls and, if necessary, any increase would return to the Commission for approval. OCII emphasized prior cooperation with DPW on other project areas but noted Transbay required a dedicated MOU because of OCII’s role as master developer. The Commission approved the MOU by roll call (3 ayes, 2 absent); staff said the MOU allows a single retroactive payment to cover task‑force efforts in the current fiscal year.
