Staff replied the contingency and the annual appropriations process provide fiscal controls and, if necessary, any increase would return to the Commission for approval. OCII emphasized prior cooperation with DPW on other project areas but noted Transbay required a dedicated MOU because of OCII’s role as master developer. The Commission approved the MOU by roll call (3 ayes, 2 absent); staff said the MOU allows a single retroactive payment to cover task‑force efforts in the current fiscal year.
