DBI narrows soft-story retrofit list to 246 addresses, seeks PG&E confirmation and owner documentation

Department staff reported significant progress on the mandatory soft-story retrofit program, telling the commission that data analysis and coordination with PG&E reduced the number of addresses needing further review from 4,942 to 246.

"We have been able to exclude...4,696 buildings that we can confirm are either protected or have shown that they do not have a gas line running through a gray beam," consultant Jack Buckley said. He described a methodology that combined inspector notes, plan review, Google Earth and PG&E records and prioritized sites for site visits.

Staff said they have asked contractors of record to submit proof that gas lines were sleeved or replaced; if contractors cannot provide documentation DBI will contact property owners and seek access for site inspections. Buckley said DBI expects to supply a more detailed methodology and a formal information sheet for design professionals and DBI staff and to report to the Board of Supervisors before year-end, depending on responses from contractors and PG&E.

Commissioners praised the reduction in scope and asked whether the Board of Examiners or Code Advisory Committee would vet acceptable sleeve or wrap products; staff said the CAC and structural subcommittees are handling technical guidance and that the information sheet will address approved approaches.

DBI said it will continue site inspections and asked for patience from owners while staff verify records with PG&E and contractors.
