San Francisco Fire Department outlines training facility plan after Port Commission presentation

Deputy Chief Tom O'Connor told the San Francisco Fire Commission that department leaders and commissioners presented a plan to the Port Commission for a new training facility on port property that would combine firefighting suppression training, an emergency vehicle operations course, and community-focused programs.

"We talked about how critical this facility is, how good our partnership has been with the port," O'Connor said, describing training components, equipment needs and partnerships with community programs such as a youth academy and recruitment initiatives in Bayview Hunters Point.

Commissioners emphasized the facility’s workforce and community benefits. Commissioner Covington said she was pleased to hear Assemblymember Phil Ting supporting the legislation, and Commissioner Morgan highlighted potential construction and apprenticeship jobs it could create.

O'Connor and Chief Janine Nicholson said the Port Commission discussion did not include detailed cost figures; instead, Port staff discussed fair-market-value questions and next steps. O'Connor told commissioners the Port Commission had not yet voted on any sale, and that any formal written commitment from the Port would likely follow an official vote at the Port Commission’s next meeting.

Why it matters: Commissioners framed the project as more than a training site — citing recruitment, community partnerships and local hiring — but the department and Port have not completed the formal approvals or funding conversations that would move the plan from concept to procurement.

Next steps: O'Connor said he will share the slide presentation used at the Port Commission with the Fire Commission on request, and commissioners asked staff to pursue formal Port action and any supporting letters that could be provided to state legislators.
