Ethics Commission unanimously extends teleconference meetings through reauthorization period

The San Francisco Ethics Commission voted unanimously on Nov. 18 to continue holding its meetings by teleconference under California Government Code section 54953(e). The vote came after commissioners discussed how often the suspension would be reauthorized and what accommodations would be required when in-person meetings resume.

Chair Lee opened the item as a resolution making the requisite findings to allow teleconferenced meetings amid the ongoing public-health emergency. Commissioner Bell asked whether the resolution would be reenacted every 30 days and whether staff would monitor the local health situation in San Francisco to determine the timeline for returning to in-person meetings.

Director Powell said the commission and most other city bodies had been re-authorizing the teleconference provisions on a roughly monthly basis and that, based on current information, the commission should expect to meet remotely at least through the end of the calendar year. The city attorney’s office also provided context on the frequency and process for reauthorization.

Commissioner Busch raised accessibility concerns, asking whether provisions would be made for commissioners and members of the public who are unable to get to City Hall because of disability. Powell said planning for in-person meetings would include accessibility measures and that staff would keep the commission updated.

After a brief public-comment check (no callers), Commissioner Bell moved to approve the resolution and Chair Lee seconded. The commission approved the measure by roll call, with 4 votes in favor and 0 opposed.
