Commission approves 2020 Buy Green report, citing gains in recycled‑content purchasing

The San Francisco Commission on the Environment voted to adopt the department’s 2020 Buy Green annual report, which updates product categories and reports on city purchasing compliance.

Jessian Choi, toxics reduction analyst, told commissioners that the Buy Green program implements Environment Code Chapter 2 and the Green Building Ordinance (Chapter 7) by establishing approved alternative product lists and procurement guidance for city departments. Choi said that in 2020 the city achieved 92% compliance for required recycled content rules on copy paper and 68% compliance for green lighting (LED/ENERGY STAR standards).

The report added new product categories — including resilient flooring that does not require toxic strippers and certain upholstered seating — and updated rules for six product categories and several existing regulations such as compostable bags and IT products. Choi described outreach and an online training tool for city staff that will be required for some employees.

Commissioner Wald moved to approve the report and Commissioner Bermejo seconded. The commission opened the item to public comment, received remarks of support and questions about pandemic‑era procurement from David Pilpel, and approved the report by roll call.
