In the director’s report on Aug. 29, department leadership summarized budget wins and operational updates, including ongoing funding, an office consolidation timeline and upcoming refuse‑rate actions.
Director (speaker 4) said the Mayor and Board approved $1.5 million in ongoing general‑fund support for the Environment Department — described as the largest ongoing general‑fund allocation the department has received — and noted a $500,000 state allocation to support a San Francisco Bottle Bank pilot. Staff recognized budget team members involved in the process.
On facilities, staff said the department occupies portions of the second and third floors at 1155 Market St., and a planned consolidation depends on Board of Supervisors approval of a renewed lease; staff expect a decision in September before executing moves.
Alexa Keltegan provided a refuse‑rate update. She said the rate board will vote on Aug. 31 on a resolution recommending a 1.33% refuse‑rate increase for rate year 2024 and a 2.55% increase for rate year 2025, which also includes a trash‑processing pilot covering about 1,200 tons and plans for contamination‑monitoring cameras on collection trucks. Staff said the 0‑waste incentive remains under consideration for a future process.
Commissioners asked about surveillance and camera tech; staff said they are coordinating with the City Attorney and the Committee on Information Technology for privacy and implementation considerations. The department will return with a more detailed presentation on refuse rates at a future meeting.
