The commission voted to forward an affirmative recommendation on a proposed mixed-use development at Broadway and Montgomery (North Beach) that would replace a 144-space parking garage with two mixed-use buildings containing 41 dwelling units, approximately 18,000 square feet of professional office space and about 5,000 square feet of ground-floor retail.
Senior Inspector Savino summarized staff review and recommended standard noise attenuation conditions and additional measures informed by the project's acoustical study, including window and door assemblies meeting specific STC/SDC ratings, an upgraded wall assembly at units facing active entertainment venues, mandatory air conditioning for units, and tenant disclosures about nearby entertainment uses. Project representatives (Ian Burchall/IBA Design and land use counsel Steve Vettel) told the commission they accept the staff conditions and that the acoustical consultant's recommendations informed the proposed assemblies. Housing Action Coalition called in to voice support for turning parking into housing.
Commissioners asked detailed questions about bedroom locations, rooftop uses, and STC ratings; staff confirmed the mitigation numbers were drawn from the acoustical study and recommended as conditions. The commission adopted a motion to forward an affirmative recommendation including the staff's numbered recommendations.
