Commission approves teleconference findings, third-party presenter policy and Napper Tandy LLP permit

The San Francisco Entertainment Commission approved three formal items at its meeting.

First, the commission adopted a resolution making findings to allow teleconferenced meetings under California Government Code section 54953(e). The resolution passed unanimously after a motion and vote.

Commissioners then considered and approved a policy to permit third-party presenters to appear either in person or remotely at commission meetings. Commissioners said the change would increase accessibility and was consistent with the hybrid meeting format.

On a separate agenda item the commission granted an LLP permit to Napper Tandy, a restaurant and bar at 3220 Fourth Street. Deputy Director Azevedo told commissioners staff recommended approval for indoor entertainment and continuation of the venue’s existing outdoor amplified-sound allowances, with a condition that outdoor amplified sound be controlled so it does not exceed ambient levels measured at 50 feet from the property plane and that the license follow the office’s good-neighbor policy.

Azevedo said the applicant conducted neighborhood outreach by distributing 125 letters (100 to residences and 25 to businesses) and reported no opposition; Mission Station approved the permit with no additional conditions. Owner Marissa told the commission she has operated the venue for more than 18 years and described planned programming including open mic nights, live performances and weekly trivia.

A motion to approve the Napper Tandy permit was made and seconded, public comment was closed with none offered, and the commission voted unanimously to grant the license. Commission staff asked the owner to coordinate with department staff on next steps for licensing and compliance.
