Commission approves Covania rooftop bar permit at Luma Hotel with outdoor sound limits

The San Francisco Entertainment Commission voted to approve a place-of-entertainment permit for Covania, a rooftop bar inside the Luma Hotel in Mission Bay, allowing indoor entertainment late into the night with outdoor prerecorded music and carefully limited outdoor activity.

Staff introduced the application for Covania, noting the venue occupies the 17th floor and includes three outdoor terraces. Deputy Director Azevedo told commissioners staff would set an interior limit under Municipal Police Code (MPC) Article 29 and an exterior sound limit for the terraces, likely closer than the standard 250 feet in MPC 10.60.16 because of nearby sensitive receptors. Staff also said the applicant conducted outreach to 14 nearby businesses and mailed notices to about 30 neighbors; staff reported no opposition and said Southern Station asked only for a standard calendaring condition.

Owner John Park, represented by Mark Grenny, described Covania as a Latin-themed cocktail and dining program with occasional live music and DJs. "We are intended to be a celebration of land and culture of all things," Park said during his presentation, adding the space will feature Latin and South American culinary and music programming. Park said the applicant had provided contact numbers to neighbors and coordinated safety and emergency procedures with the hotel’s general manager.

Commissioners questioned the applicant on outdoor amplification and crowd impacts. Park said outdoor speakers would be ambient restaurant-style units rather than nightclub-grade systems and that staff would comply with sound testing and the locked volume-control protocol staff uses to help ensure compliance. Commissioners also asked about staff training for safety and overdose response; Park said the venue would be open to Narcan training and other safety measures.

A motion to approve the permit with staff recommendations passed on a recorded vote. Following the vote, Chair Ben Lyman congratulated the applicants.

The permit approval includes the staff-recommended interior and exterior sound limits and standard Southern Station calendaring conditions; the commission directed staff and inspectors to conduct on-site sound testing once renovations are complete to set the final exterior limit and to verify the venue’s locked-volume control during inspections. The commission did not report any additional conditions beyond those in the staff recommendation and the SFPD calendaring note.
