Commission hears state and local policy moves: cannabis lounges and downtown 'roadmap' could reshape nightlife

At the Feb. 21 meeting the Entertainment Commission received an executive update on state and local legislation the staff said could expand nightlife options and economic opportunities for entertainment businesses.

Executive Director Weiland told commissioners that on Feb. 1 Assemblymember Haney introduced a bill that would allow local jurisdictions to authorize cannabis consumption lounges to provide non‑cannabis food and beverages and to sell tickets for live music and performances. Weiland noted alcohol would remain prohibited where cannabis is sold and that if enacted and locally authorized, lounges could create new revenue streams for small businesses.

Weiland also summarized a mayoral "roadmap" to revitalize downtown San Francisco that includes nine strategies and nearly 50 initiatives to support arts, culture and nightlife—including the possibility of an ACE (arts, culture and entertainment) zone with targeted programs and incentives. Staff noted related local action: the Board of Supervisors approved legislation easing restrictions on nighttime entertainment in parts of SoMa, sponsored by Supervisor Dorsey, and the measure awaits the mayor’s signature.

Commissioners asked for more geographic specificity about what the staff called a broad "downtown" area and how the initiatives would be targeted. Weiland said staff will report back with details and that Ben Van Houten will provide an in-depth presentation at a future hearing.
