Commission conditionally grants consent and regular‑agenda permits, including Moscone roaming amendment

At its March 21 meeting the San Francisco Entertainment Commission voted to conditionally approve a series of consent‑agenda and regular‑agenda permits, moving multiple organizers from pandemic-era "jam" permits to one‑time outdoor event permits or limited live performance (LLP) permits and adding several new approvals.

On the consent agenda staff recommended approval of three LLP items (including two jam‑to‑bam conversions) and eight recurring one‑time outdoor events and street‑closure permits (community markets and festivals). Commissioners moved and unanimously approved the consent agenda with the staff recommendations; three events were conditionally approved pending final SFMTA street‑closure sign‑off.

On the regular agenda the commission conditionally granted the Shipyard Trust for the Arts LLP permit (101 Horn Avenue, Hunters Point) to host indoor and limited outdoor amplified entertainment with recommended municipal‑code sound conditions. Barbara Achel, director for the Shipyard Trust, described programming for roughly 300 artists and gallery activations; commissioners approved the permit with staff conditions.

The North Beach Farmers Market was granted a one‑time outdoor event permit with extended duration; staff noted six complaints since April 2022 (five anonymous), set two sound limits (for live and prerecorded music) after an inspector visit and recommended conditions. Applicant Nick Ferris described mitigation efforts — speaker orientation away from residences, moving performers, a newly purchased sound meter and staff training to respond in real time; the commission approved the permit with staff recommendations.

Moscone Center's application to activate four small performance areas on private property adjacent to the convention center (Howard Street frontage) was approved with an amendment that allows performers to 'roam' directly in front of Moscone North and South doors within the block area shown on the map. Presenter Ryan Cote said the initial program will support convention activations and small performances; the commission amended the staff recommendation to authorize roaming and then approved the permit.

Finally, the San Francisco‑Marin Food Bank received a conditional permit to deploy ambient prerecorded music during pop‑up pantry distributions at up to 15 sites citywide; Louisa Cantwell said the pop‑ups serve roughly 22,000 households per week and staff recommended a permit condition requiring 14 days' notice for any site changes so staff can administratively amend the permit. Commissioners praised the program and approved the conditional permit.

For each conditional approval permit applicants were directed to follow up with permit administrators to complete any outstanding items and satisfy any agency conditions before operations begin.
