LAFCO approves teleconference findings, names vice chair and adopts minutes; budget preview given

The Local Agency Formation Commission met by videoconference in January 2022 and handled a set of routine but required governance items, including teleconference findings, an officer nomination and a budget preview.

Chair Connie Chan moved to adopt the findings that allow the commission to meet by teleconference under California Government Code section 54953(e); the motion was seconded by Commissioner Felder and approved by roll call (Marr: aye; Felder: aye; Chan: aye). The clerk recorded the finding as approved.

Commissioner Gordon Marr nominated Commissioner Jackie Fielder for vice chair; Fielder accepted. After opening the nomination to public comment (none), the commission voted by roll call to appoint Fielder (Marr: aye; Fielder: aye; Chan: aye). The commission also moved to approve the minutes of the Nov. 19, 2021 meeting; that motion was seconded and passed by the same roll call tally.

Executive Officer Jeremy Pollock delivered his first budget presentation to the commission, previewing the proposed FY2022–23 LAFCO budget at roughly $556,000 and noting the statutory general fund portion of $341,000. Pollock said the budget will be presented to the Board of Supervisors’ Budget & Finance Committee on Feb. 9 and that LAFCO must adopt a proposed budget by May 1 and a final budget by June 15; the proposed amount reflects carryforward from the current fiscal year and an anticipated reduction in consultant spending for the reinvestment working group.

Pollock provided additional administrative updates in his executive officer report: reappointment motions for Commissioners Marr and Preston are in process at the Board of Supervisors and the city’s California Government Code allows commissioners to serve in holdover status if appointments are delayed. He introduced a new policy analyst for the Reinvestment Working Group, Khalid, who briefly introduced himself.

All recorded votes on items 2 (teleconference findings), 3 (vice chair nomination) and 4 (minutes approval) were unanimous in favor where roll calls were recorded. The commission took no formal action on the Clean Power SF informational presentation and adjourned to its February meeting.
