LAFCO’s executive officer delivered a monthly report outlining two items of note: an electric‑bike pilot for app‑based delivery workers that the Department of the Environment is carrying forward, and progress on a public‑banking study being developed by consultant HRNA for the Reinvestment Working Group.
The e‑bike pilot’s grant resolution was reheard at the Board of Supervisors’ Budget and Finance Committee and forwarded without recommendation; the full board was expected to take up the matter the following week. The metropolitan regional agency (MTC) reached out to the department about a nascent program that could direct $40–$60 million of largely federal funds to incentivize electric transportation; the department is preparing a letter of interest.
Khaled Samara reported the public‑banking consultant HRNA has presented a work plan to the Reinvestment Working Group and is conducting one‑on‑one interviews with stakeholders. Samara said contracting delays may require an extension of the consultant timeline, but that HRNA remains committed to producing a business and governance plan for a municipal financial corporation and a fully fledged public bank.
Commissioners asked follow‑up questions and requested the executive officer’s report remain on the monthly agenda for continued updates. The report was informational and no commission action was taken.
