LAFCO appoints Hope Williams as public member after competitive, two-candidate process

At its regular meeting, the San Francisco Local Agency Formation Commission (LAFCO) filled one public-member vacancy after hearing two candidates.

Gabe Goffman introduced himself as a renewable-energy consultant with a master's degree in environmental management and experience on tax-credit issues and transit advocacy. He said he would bring technical expertise on IRA incentives and an interest in prioritizing low-income communities for investment.

Hope Williams presented her background in organizing and housing policy, citing roles such as board president of the San Francisco Community Land Trust and work on tenant-protection and community land-trust policies. Williams said she wanted LAFCO to push coordinated, citywide solutions for housing and energy that prioritize equitable outcomes.

Vice Chair Jackie Fielder nominated Hope Williams for the public-member seat; Commissioner Hussain seconded the nomination. The commission opened public comment (a caller urged continued engagement from both applicants) and the clerk called the roll. The motion passed with three ayes and Chair Connie Chan congratulated Williams. Staff will follow up to formalize the appointment and to swear her in at the next meeting.

Action taken: The commission voted to appoint Hope Williams to the public-member seat, term ending July 14, 2026. Vote recorded as three ayes.
