LAFCO authorizes RFP to facilitate resident‑led process and property assessment at Midtown Park Apartments

The commission authorized the executive officer to issue a request for proposals to find a facilitator and property‑conditions assessor for Midtown Park Apartments, a 138‑unit city‑owned complex in the Western Addition. Commissioner Dean Preston described Midtown’s history of promised cooperative ownership that was never realized and urged a resident‑driven planning process to determine long‑term options such as land trust, cooperative ownership, or other governance models.

Executive Officer Jeremy Pollock described the RFP as a two‑part scope: (1) facilitation of a community process to develop resident options for ownership or control and (2) a Fannie Mae‑conforming property conditions assessment to identify repair needs and cost estimates. Pollock said the team anticipates roughly a six‑month community process, minimum qualifications for licensed engineers or architects for the PCA portion, an intent to issue the RFP the following week, and outreach through the City’s supplier portal and the local business enterprise list.

Public comment supported moving the item forward and emphasized the intersection of housing and other city priorities. Commissioner Preston moved to authorize release of the RFP; Commissioner Williams seconded. The clerk called the roll and recorded three ayes. The RFP authorization passed.
