Votes at a glance: LAFCO approves minutes, municipal housing RFP and legal contract amendment

The Local Agency Formation Commission recorded three roll‑call votes during its January meeting.

• Approval of minutes (Item 2): Commissioner Dean Preston moved and Commissioner Hope Williams seconded approval of the Nov. 17, 2023 minutes; Vice Chair Jackie Fielder and Commissioners Preston and Williams voted yes. The clerk recorded three ayes and the minutes were approved.

• Authorization to issue RFP for a municipal housing agency study (Item 4): The motion to authorize the executive officer to develop and issue an RFP for a municipal housing agency study (budgeted at approximately $300,000 in prior budget actions) was moved by Commissioner Dean Preston and seconded by Commissioner Hope Williams. Roll call recorded three ayes; the motion passed.

• Amendment to legal services agreement with Richards Watson & Gershon (Item 5): The commission authorized a second amendment to extend the contract term to 01/31/2026 and increase the not‑to‑exceed amount (discussed at $325,000), including a 10–12% hourly rate increase and updated data security terms. The motion was moved by Commissioner Preston, seconded by Commissioner Williams, and approved 3–0.

Vote records as read by the clerk listed Fielder, Preston and Williams as voting yes on the recorded items. No commissioner votes of no, abstentions or recusals were recorded for these matters.
