The Housing Authority voted on July 6 to authorize its chief executive officer to enter into a three-year, task-based asset-management consulting contract with TCAM, including options to extend up to two additional one-year periods for a five-year total, with an initial contract amount not to exceed $600,000.
Staff described the RFP process: solicitation published May 12, a pre-proposal conference on May 19, question submission through June 7, evaluation by a three-member panel on June 21 and issuance of a notice of intent on June 29 with a July 10 protest period. Staff said two responsive proposals were received and the independent evaluation panel (two SFHA staff and one city staffer) scored TCAM highest.
The resolution was moved and seconded and approved by roll call. The commission’s roll call recorded President Joaquin Torres, Commissioner Leroy Lindo, Commissioner Luana Kim and Commissioner Mary Anne Bikes all voting "Aye." Staff noted the award is contingent on completion of the period for appeals arising from the solicitation process.
Staff said the contract scope includes ensuring compliance with the city and county annual monitoring report (AMR) protocols for RAD properties, conducting AMR reviews using tools developed with the mayor’s office and providing annual summary reports and consultation hours for staff and developers. Funding was described as coming from RAD closing proceeds; staff estimated proceeds historically average $4–5 million annually and that invoicing of RAD properties will support contract costs.
Next steps: subject to the close of the protest period, staff will finalize and execute the contract and begin the onboarding and AMR review work with RAD properties.
