The Housing Authority of the City and County of San Francisco voted on several resolutions and motions during its Nov. 24 meeting. The major actions approved by roll call were as follows:
- Tennis-court agreements (Items 9a and 9b): The board authorized a construction license agreement with San Franciscans for Sports and Recreation to resurface the tennis courts at 195 Kiska Road and approved a five-year license with Youth Tennis Advantage to provide lessons and community priority access. Presenters emphasized the courts’ Arthur Ashe legacy; the motions passed with unanimous aye votes.
- Memorandum of Agreement for utility encroachment (Item 9c): The commission approved an MOA allowing temporary overhead distribution lines and temporary power poles to remain in the city right-of-way to maintain utility service during Hope SF Sunnydale/Velasco phase construction. Staff said the developer will indemnify the city and the authority; the MOA was approved by unanimous roll call.
- CVR Associates contract amendment and option to renew (Item 9d): The board approved adding $600,000 to year 1 of contract 22-002-1 (raising year‑1 to $7.8M), exercised the first option year with a not-to-exceed $8.6M for year 2, and set a cumulative not-to-exceed amount of $16.4M for CVR to administer project‑based voucher (PBV) programs. Commissioners also authorized the CEO to finalize non‑material language. Motion approved unanimously.
- Project-based voucher site approvals (Item 9e): The authority approved entering into HAP contracts for 255 PBVs across 11 developments to stabilize existing residents, especially seniors and rent-burdened households. Staff said developers and MOHCD identified specific families for inclusion; the board adopted the resolution unanimously.
- Housing Choice Voucher payment standards (Item 9f): The commission adopted updated HCV payment standards effective Jan. 1, 2024 for new admissions, moves and port-ins; the motion passed.
- Salary schedule and CalPERS posting (Items 9g and 9h): Commissioners approved the new pay scale and the required public posting and adoption steps; see separate article. Motions passed by roll call.
- End of vaccination policies (Item 9i): HR recommended ending the authority’s COVID-19 staff and contractor vaccination policies to follow the city's prior action and CDC guidance; commissioners approved ending those policies while committing to maintain COVID prevention guidance.
