Eugene Berger Management Corporation (ABMC), which manages Sunnydale and Potrero, told the commission that corrective-action plans are in place following recent media scrutiny and internal reviews.
Theresa Pagler of ABMC said the company has provided the authority with a vacant-unit monitoring plan and daily updates, and that both properties now have extensive boarding and no‑trespass signage where needed. She reported occupancy and vacancy rates: Potrero at about 56.8% occupancy with 222 units vacant and Sunnydale at about 76.9% occupancy with 97 vacant as of the last site walk.
Pagler said the management team has filed forcible-detainer actions and reported 46 court filings tied to unauthorized occupation of vacant units. She also provided work-order metrics and response-time details: monthly work orders were high (about 290 at Potrero and 267 at Sunnydale) while average completion times tracked in days and special measures were taken for emergency responses.
CEO Lehi told the commission the authority had initiated a 100% audit of vacant units, is coordinating with the Mayor’s Office of Housing and Community Development, DPH and other city partners to provide ‘‘soft landing’’ services for people encountered in compromised units and is holding contractors accountable while investigations continue. ‘‘We have taken this serious and moved forward,’’ the CEO said, emphasizing ongoing audits and enforcement steps.
Management noted other operational fixes under way — unit transfers where necessary, preventive maintenance scheduling, reestablishment of towing services to address abandoned vehicles, and replacement of stolen copper chimney shrouds with non‑copper materials to deter theft.
