Preservation staff (Charles Enschel) summarized the proposal: a new garage entry with a wood panel roll‑up door, consolidation of two front residential entries into a single wider entry, replacement of front historic wood windows with matching double‑hung wood windows, a third‑floor vertical addition set back 15 feet, and a one‑story rear addition. Staff found the scope consistent with the Secretary of the Interior standards and recommended approval. The architect said the applicant had reinstalled the public notice poster after staff flagged it as missing.
Neighbors and preservation advocates raised concerns during public comment, including alleged poster removal and notification timing, the historic significance of the 1871 duplex and the rarity of its surviving fabric, and objections to the garage insertion. Woody Labonte (San Francisco Heritage) specifically asked that at least one original entry door be salvaged, and a neighbor warned that the garage intrusion would alter historic character and pedestrian safety.
Commissioners asked for verification on windows and doors and discussed alternatives. Several commissioners emphasized retaining the two narrow historic front doors because those doors signal the building’s original two‑unit configuration and are a character‑defining element. Commissioner Baldauff moved to approve with conditions: the two historic front doors shall remain; the garage door treatment shall be simplified and made consistent with existing horizontal wood construction; and the applicant must provide a conditions assessment to demonstrate that window replacement is necessary. The motion was seconded and passed unanimously, 5–0.
The conditions require the project sponsor to return supporting documentation for window replacement and to adjust the garage door treatment so it does not dominate the façade. Commission staff will monitor compliance through conditions attached to the Certificate of Appropriateness.
