HSS board approves FY22-24 budgets and governance updates, flags sustainability-fund concerns

The Health Service Board approved multiple fiscal and governance items Feb. 10, including the General Fund administration budget for FY22-23 and FY23-24, the Health Care Sustainability Fund budget, and redline revisions to governance terms of reference. Each action was adopted unanimously.

Finance Committee Chair Commissioner Mary Howe reported that the proposed general-fund budget adheres to mayoral guidance of no net growth and includes two requests to the mayor's office (one explicitly described as $200,000 for enhanced behavioral-health support for public-safety staff; a second line in the transcript was unclear on amount or was truncated). CFO Iftikhar Hussain said the Health Care Sustainability Fund is budgeted to support multi-year initiatives but that, under current spending plans, the fund balance could decline to roughly $296,000 by the end of FY24. Staff said they will seek to shift certain activities to the general fund and provide follow-up recommendations if mayoral support is not granted.

Commissioner Scott presented governance revisions (three-year review and clarifying edits) which passed unanimously. The board also approved minutes and a motion to accept the teleconferencing resolution earlier in the meeting.
