SFHSS board approves member‑rule revisions, affirms minutes and outlines actuarial RFP process

The San Francisco Health Service System board approved several governance‑level actions and heard a staff briefing on a forthcoming actuarial RFP. Commissioners voted unanimously to approve minor typographical edits and to adopt the minutes of the Aug. 11 meeting. Later, the board voted unanimously to approve proposed revisions to the Health Service System member rules and the Section 125 cafeteria plan to reflect updated operational practices, the Medicare split‑family plan changes and negotiated benefit changes for some MEA members.

Separately, Contracts Manager Michael Visconti described the planned competitive procurement for actuarial and health‑benefit consulting services to begin with an RFP expected in January. The selection process will include an expert evaluation panel (typically five members, with no more than half from the awarding department), written Q&A posted publicly, oral interviews of proposed vendor teams, and a May presentation of the panel’s recommendation to the board with an anticipated contract start date of July 1, 2023. Staff said pricing will be one component of a balanced scoring rubric and vendors will be asked to provide guaranteed costs for the first three years and optional extension years thereafter.

Why it matters: the member‑rule revisions and plan documents govern eligibility and benefit administration; the actuarial RFP will select a vendor that supports annual rate setting and ad hoc actuarial analysis necessary to run the trust and set premiums.
