SFHSS adopts 2023–2025 strategic plan centered on equity, primary care and mental health

The San Francisco Health Service Board unanimously adopted the SFHSS strategic plan for 2023–2025 after a presentation by senior health program planner Leticia Harris and Executive Director Abby Yant.

Leticia Harris described the plan’s framework, mission, vision and values updates, and five strategic goal areas. The plan emphasizes leading with equity, advancing primary care practice, mental-health and well-being supports, affordability and financial sustainability of the trust, and optimizing member services. Harris said the plan will be implemented through annual implementation plans tied to objectives and key results, with quarterly reviews by executive leadership and annual reports to the board.

Commissioners discussed implementation: how the plan will approach primary care access, the need for alignment with other purchasers (CalPERS, Covered California and the Pacific Business Group on Health) and the challenges of workforce shortages. Harris and CFO Iftikhar Hussain said improving primary care would require payer alignment and support models to leverage infrastructure that supports clinicians. Commissioner comments pushed for measurable metrics and clarity on timelines; staff agreed to add measurable targets to the implementation process.

The board formally moved and seconded adoption of the plan and approved it on a roll-call vote. President Scott read a board endorsement letter into the record committing the board to active oversight and stewardship in implementation.

What happens next: staff will develop annual implementation plans with objectives and key results, present measurable targets and report progress to the board on a quarterly and annual basis.
