SFHSS says school payroll reporting error will require retroactive onboarding of about 75 members

San Francisco Health Service System staff told the board on March 23 that reporting failures between the Unified School District payroll system and downstream interfaces have created benefits‑eligibility problems for some employees.

Reagan, chief operating officer, said the interface file between the school district and the retirement system was not working correctly, which in many cases misreported hours and therefore left some employees unrecognized as eligible. "We have about 75 members that we will need to onboard as quickly as possible on a retroactive basis," Reagan said, adding that an additional roughly 35 members appear to be newly eligible under the Affordable Care Act criteria. He said the work will increase member‑services workload and that the effort could take months to fully resolve.

Executive Director Abby Yint said SFHSS is "tremendously understaffed on this initiative" and is working with the school district to trace and fix upstream reporting issues. The board noted SFHSS has two member‑services staff dedicated to school district issues; the COO said their goal is to identify issues upstream so fewer members need to call member services.

Board members asked about the scale of calls and how staffing and outreach will be handled; SFHSS staff said they will continue regular coordination with the district and provide assistance case by case. No formal action was taken on this item; the report was informational and the board thanked staff for the work on members' behalf.
