Executive Director Abby Yant summarized the 2023 annual report and highlighted operational improvements in member services, staffing, and performance measurement. Yant said the organization remains in a blackout notice period through June 2024 and that a Medicare Advantage RFP is progressing, with an award recommendation scheduled for the board’s May 9 meeting. She explained that the dependent eligibility verification audit (DIVA) is becoming a standard internal practice to ensure accurate enrollment and fiduciary stewardship.
Yant also noted recruitment progress in member services (nearly fully staffed with two remaining open positions), an ongoing search for supplemental call‑center support during peak enrollment periods, and a mayor’s office preview of a mental‑health awareness communications campaign planned for May. She urged commissioners to review the annual report, which ties operational metrics to the board’s strategic plan and the trust fund’s scale of activity.
Following discussion and questions from several commissioners about report slides and demographic drivers of cost, the board moved to approve the SFHSS 2023 annual report. The motion passed by unanimous roll call vote. Staff said final metrics and the annual report narrative would be published as presented and used to inform the May rate setting process.
