Secretary Morwitz read a proposed resolution asserting that access to the full spectrum of reproductive health services, including abortion, is fundamental to individual and community health. The reading cited national data on maternal mortality and economic impacts of restricted access, inequities by race and income, and referenced the U.S. Supreme Court decision on June 24, 2022 that removed a nationwide federal baseline of protection for abortion.

Commissioner Green offered amendments to clarify language (for example, adding "access" and refining references to interconception and gynecological care) and to ensure the appendix and data sources include dates. Commissioners discussed medication abortion, and staff noted the two medications commonly used are mifepristone (formerly RU‑486) and misoprostol and agreed to clarify those details in the next iteration of the appendix.

Members of the public called in to support San Francisco preparing to receive people traveling for abortion care and asked the city to provide compassionate, practical assistance (for example, help at transport hubs and culturally competent navigation). The commission treated the item as a discussion and scheduled a formal vote for its August 2 meeting to allow additional review and edits.

No vote was taken on June 28; staff and commissioners agreed to refine the appendix and data citations and to return with a final version for adoption in August.
