Director of Public Health Dr. Grant Colfax briefed the Health Commission on two time‑sensitive items: leadership at Laguna Honda Hospital and a mayoral pilot to coordinate responses to open‑air drug markets.
Laguna Honda leadership: Colfax announced that Sandra Simon has been offered and accepted the role of nursing‑home administrator and chief executive officer at Laguna Honda, effective June 26. He said two deputy assistant nursing‑home administrator offers are outstanding and that existing leadership (including Roland Pickens and his team) will remain in place to support recertification. Colfax confirmed CMS surveyors arrived on‑site to begin the third monitoring survey required by a settlement agreement and said department staff are focused on providing requested documentation and supporting a successful outcome.
Public concerns and DPH response: Multiple public commenters, including clinicians and advocacy group members, warned the commission that staff instability and inappropriate admissions could jeopardize recertification. Colfax said DPH is cautiously optimistic, emphasized that the coordinated‑care‑at‑bedside initiative has begun in four units and is expanding, and described a planned period where the new administrator will be supported by current staff through recertification.
DMACC pilot: Colfax described a mayoral multi‑pronged Drug Market Agency Coordination Center (DMACC) pilot to align enforcement, engagement and treatment for open‑air drug markets. The pilot includes a short‑term practice to detain highly intoxicated individuals in sheriff custody for safety with jail health services providing nursing assessment, monitoring and discharge plans that include withdrawal management and treatment referrals.
What’s next: DPH will continue work related to Laguna Honda’s recertification, provide updates to the commission as the CMS survey proceeds, and coordinate with the Sheriff and Mayor’s office on the DMACC pilot.
