Helena staff propose trailhead parking closure hours after residents report late-night partying and damage

Open-lands staff asked the commission to consider a limited trailhead parking closure policy after receiving resident complaints about late-night parties, property damage and loitering at trailhead parking areas. Anne Jolene Sather, speaking for open lands, said the goal is to set hours that "do not interfere with recreation" while targeting the late-night period when problems have been reported.

Sather said the plan would rely on signage rather than gates and would apply to trailheads with parking areas where illegal activity has been reported; enforcement would be through police response to complaints during posted closure hours. "Once this passes into the park ordinance, then we would, of course, install signage, letting people know what those hours are," she said. Staff told commissioners they plan to return with formal ordinance language and meet posting requirements before adoption.

Residents who called in voiced support for having more enforcement tools but said an 11 PM closure may not fully address the problem. A resident identifying themselves from Carriage Lane (Peters Village) described repeated nightly loitering, instances of racing that damaged a vehicle, smashed glass and ongoing disturbances and urged the city for enforcement options beyond signage.

Commissioners asked staff to consider accommodations for frequent early users (for example, a pass system) so the rule does not block legitimate pre-dawn recreation. Staff agreed to consider language clarifying intent and to explore ways to accommodate early-morning runners and organized nighttime events that are not problematic.
