The Utah County Board of Commissioners voted Oct. 25 to approve two grant‑related items that fund a three‑year program at $340,000 per year, for a total of about $1,020,000. County staff said the award includes carryover authority and an administrative overhead allowance.
County staff presented the budget details to commissioners, saying the award was scaled to reflect late approval this year and that year‑two spending would be larger because of carryover. “So it's $340,000 a year for 3 years, including this year,” staff said. They also noted they used a 20% figure to cover administrative overhead across the grant period.
Staff told commissioners the grant was designed to cover salaries, benefits and internal service fees as well as startup costs such as equipment; the bulk of one‑time purchases would be front‑loaded into the first year. Commissioners confirmed that the grant budget includes rent and phone and that ongoing personnel costs were accounted for.
A commissioner moved to approve items 17 and 18 and another commissioner seconded; the motion carried on a 3–0 vote.
The approval authorizes county staff to implement the grant budget as presented and to use the grant’s carryover authority to shift unspent funds into subsequent years.
