Eugene also reviewed the legal services operating lines. The township’s outside litigation and legal‑services budget was maintained at its prior level to cover hourly billing for outside counsel in active cases; staff described those figures as a projection rather than a fixed commitment because litigation needs are unpredictable. Eugene described staff changes in the law department, saying the office now has a paralegal, Laura Brett, and two attorneys and two support staff.
On technology, Eugene said the department migrated records to a cloud document system (referred to in the worksheet as NetDoc). She reported ARP funds have been used to implement that system and that total ARP spending for NetDoc implementation was approximately $20,000 since the migration began. The legal team said the cloud system has reduced manual handling of large discovery packages and improved remote access to documents.
The council asked clarifying questions about year‑to‑year fluctuations in legal spending and the basis for budgeted amounts; Eugene replied that annual outside‑counsel costs depend on the number and duration of open matters. The meeting record shows no formal action was taken on the legal lines during the workshop.
