The Saint Joseph City Council approved its consent agenda on Nov. 27, 2023, passing numerous routine and substantive items by voice vote.
Major items included an ordinance authorizing execution of a contract with the Missouri Department of Health and Senior Services and an amendment to the public health budget totaling $288,352 to support local public health agency infrastructure. The council also approved an industrial development project for Altec Industries authorizing the City to issue taxable industrial development revenue bonds in an amount not to exceed $8,600,000 to finance equipment acquisition and installation at the company’s manufacturing facility.
The consent agenda further authorized transportation planning grant activity under the Missouri Highways and Transportation Commission that includes up to $268,505.60 in state funding and a city match not to exceed $67,126 for metropolitan planning activities in the Saint Joseph urbanized area. The council approved multiple River Bluff Gateway Project reimbursement grants, including a reimbursement grant not to exceed $150,000 to Community Missions to support the operation of a cold weather shelter at 700 Olive Street, and smaller masonry and lighting grants to local property owners as part of the revitalization program.
Council also recorded a budget amendment to transfer $37,691 from ARPA funds to the General Fund Fire Department program for purchase of a Knox Box system and a transfer of $195,360 from the police sales tax fund to the general fund police program to implement annual pay incentives per the working agreement with the Fraternal Order of Police Lodge.
Several items on the agenda were postponed for further review or so that work sessions can be held; council members explained that postponements were intended to allow additional clarification. The consent agenda passed by voice vote with seven ayes.
The meeting record lists a number of other routine ordinances, plats, easement vacations and procurement approvals that were included on the consent agenda; those items were not debated individually at the meeting.
