Planning staff said petitioners Justin and Anne Doyle sought to vacate 23 of the subdivision's 25 lots so the property would revert largely to quarter‑section parcels, leaving lots 15 and 16 intact. Staff recounted the property's purchase history, said the parcels are zoned agricultural and contain no buildings on the lots proposed for vacation, and explained that vacation becomes final following required supervisor approvals and any further administrative steps. On the Bradley application, staff described a 22.18‑acre parcel proposed to be split into two residential lots; the area is outside the FEMA 100‑year floodplain and has a CSR2 soil rating of 39.62, below the comprehensive plan threshold. Supervisors questioned a proposed impound (pond) that crosses lot lines and suggested recording a perpetual easement to avoid future disputes.
