Commission abates taxes on one Penny Springs Park parcel to let Vineyard record park dedication

Adam Beck of the Utah County Attorney’s Office told commissioners that a parcel used as Penny Springs Park in Vineyard is not currently recorded as city‑owned and therefore remains potentially developable and taxable, and staff recommended denying abatement on that parcel in the earlier slate. Tyler Lamar, speaking for Flagship Development, said two triangular parcels that form Penny Springs Park were intended to be dedicated to Vineyard in a July 2020 subdivision plat that was not recorded. "The park was always treated like a public park," Lamar said, and Vineyard has maintained it, held a ribbon cutting and listed it on the city website.

Lamar said the inability to record the plat is the single administrative barrier preventing clear title transfer; the county assessor will not accept the plat for recordation until the tax issue is resolved. Commissioners acknowledged the issue affects other fast‑growing cities where recordation or title paperwork lagged maintenance responsibility. One commissioner moved to accept the recommended slate of property‑tax actions with a friendly amendment to abate the Penny Springs parcel in question; the board approved the motion by voice vote. Staff also corrected a minor property number typo during the item.

Next steps: abatement of the specified Penny Springs Park parcel will allow Vineyard to record the plat and accept deeded ownership, per the presenters; staff will proceed with the administrative steps to finalize the abatement and recordation.
