The Saint Joseph City Council approved an emergency ordinance authorizing a contract with Herner Construction for $58,685 to repair and restore the Fadymarket Health Center after flood damage, and amended the public health department budget to roll over $58,154.75 in unspent funds to pay for the work.
The clerk read the emergency ordinance (item 571-22) into the record and the council voted to pass it by unanimous recorded vote: "Passes 9 ayes," the clerk announced.
Earlier in the meeting the council approved the consent agenda, which included appointments to boards and commissions and a series of routine ordinances and budget amendments (examples read into the record included a sale of property at 500 Savannah Road to Judock Holdings LLC for $42,000, amendments to multiple departmental budgets, acceptance of a $5,000 historic-preservation grant from the Missouri Department of Natural Resources and matching donations, authorization of up to $330,603 for pool filter improvements at the St. Joseph Aquatic Park, and a $396,534 turnkey refrigeration contract for the Bodhi Ice Arena). Council member Trout moved to accept the consent agenda and Council member Schultz seconded; the clerk recorded that the consent agenda carried with eight votes in favor and one abstention on item 17.
Procedural motions earlier in the meeting included adoption of the agenda (moved by Council member Davis and seconded by Council member Novak), which the clerk recorded as passing with nine ayes.
The council then moved on to first readings of multiple ordinances (traffic-code language, rezoning requests, subdivision approvals and plan updates). No final votes were recorded on first-reading items during this meeting.
Next steps: The emergency contract work will proceed under the terms read into the record; staff will continue to advance first-reading matters through the council process.
