A majority of the Board of County Commissioners voted on March 5 to approve multiple resolutions expanding Rural Special Improvement Districts and to schedule public hearings on several other RSID matters while referring a series of equipment bids to staff for recommendation.
County staff (S4) told the board these reviews are routine annual processes to add properties that will benefit from internal subdivision roads and to assess what properties should pay for maintenance. "This is something that we do annually is go through our all the RSIDs and see if there's new benefit of properties that should be brought into the district," S4 said.
The board approved Resolution 24-27 to expand RSID 689M (Saddleback Ridge Estates) after noting the county received one letter of protest and closed the public hearing with no attendees speaking for or against the measure. The board also approved Resolution 24-28 (RSID 692M, Lupine Subdivision) and Resolution 24-29 (RSID 696M, Elk River Subdivision) after routine public hearings with no speakers.
Under the county attorney's agenda, the board introduced Resolution 24-33 of intent to grant a tax abatement to CHS Inc. on Class 8 property and set a public hearing for Tuesday, March 19, 2024, at 9:30 a.m. in Room 3108.
Finance presented additional resolutions of intent to expand or dissolve RSIDs and the board set public hearings for Tuesday, April 9, 2024, at 9:30 a.m. in Room 3108 for Curly Willow Subdivision (Res. 24-24) and Southview Sanctuary Estates (Res. 24-25); the board also scheduled the hearing for the proposed dissolution of RSID 710M in Weymiller Subdivision (Res. 24-26).
On procurement, clerks announced multiple sealed bids for equipment including a small ride-on floor scrubber (Bruco Inc. $25,669.68; Hilliard Inc. $17,007.13), sweepers (Bruco $78,728.18; Hilliard $81,303.50), a forklift (Tractor & Equipment Company $52,005.17; Octane forklifts $40,898.00), and skid steer loader bids ranging roughly $50,527 to $56,000 from several vendors. Commissioners moved to refer each set of bids to staff for recommendation back to the board.
The board approved changing one scheduled board meeting date (Res. 24-32) from March 26 to March 25, 2024. The meeting concluded after the board approved claims and the consent agenda by voice vote.
Next steps: several public hearings are set for March 19 and April 9 in Room 3108 to consider the tax-abatement request and additional RSID actions; staff will return with recommendations on the referred bids.
