Board approves access-permit variance for Jones property near 4100 East after public hearing

Following a public hearing, the Jefferson County Board of Commissioners approved an access-permit variance requested for property accessing 4100 East, allowing a new driveway connection from a private, flag-style road.

Milton, representing Road & Bridge, told commissioners the county’s ordinance requires 200-foot separation between accesses and that the request sits amid changing land use where former farm accesses are converting to residential driveways. He noted an ordinance revision under consideration would give the public works director authority to decide some access questions but that the change was not yet in effect.

Applicant Craig Jones (introduced at the hearing) said he will pave the private road, maintain a 60-foot deeded right-of-way, and configure the driveway so vehicles will pull straight out onto 4100 rather than backing into traffic. Commissioners questioned traffic-safety implications, speed limits, and whether future development could create additional access points. Several commissioners noted other driveways on the same road already are closer than 200 feet and that the applicant’s plan to pave and maintain a 60-foot right-of-way weighed in favor of approval.

One commissioner asked that any approval explicitly require the applicant to comply with representations concerning paving and right-of-way; another commissioner said his vote was based primarily on existing driveway patterns and potential speed-limit adjustments rather than the paving representation alone.

A motion to approve the access-permit variance for (transcript record motion naming) Gregory Jones was moved and seconded (SEG 1210) and passed by roll call. The transcript records the applicant speaking as Craig Jones earlier in the hearing; the record therefore contains a name inconsistency between the applicant's stated name and the name used in the motion.
