The St. Joseph Planning Commission on April 25 recommended that city council approve a conditional‑use permit to allow installation and operation of an incinerator at 3405 South Belt Highway as part of a proposed animal shelter.
City staff explained that incinerators in St. Joseph require a conditional‑use permit unless sited in a manufacturing zone; the property is in a high‑intensity commercial zone and therefore requires the permit. Staff recommended approval with a single condition: that any equipment placed outside the building envelope be fenced with a privacy screen.
Project manager Paul Bridenstine told the commission the recycling center on the site will remain, and that the incinerator will likely occupy part of the existing building footprint so the recycling center is not expected to be displaced. He said the unit to be used is the existing machine being relocated, that it is state‑certified and typically inspected every two years to ensure a clean burn. Paul stated that, based on comparable units and state regulation, odors are not expected to be an issue.
A commission member asked about state permits and air‑quality requirements; Paul said the incinerator is subject to state regulation and that staff can provide permit details at a later time. The commission moved and seconded the permit recommendation; votes were recorded in favor and the commission forwarded a recommendation of approval to city council.
