Resident asks county to clarify rollback tax billing after green-belt reinstatement

During the public comment period on Nov. 8, JD Shepherd asked the Utah County Commission for help clarifying billing for rollback property taxes tied to a green-belt renewal dispute. Shepherd said his green-belt renewal application was denied on Oct. 21, he was billed for rollback taxes, and then the County Board of Equalization later reinstated his green-belt status. He said the assessor's office appealed that board decision to the State Tax Commission; hearings have been scheduled and Shepherd said he recently received bills for five years of rollback taxes plus penalties and interest and was unsure what to pay while appeals proceed.

The chair noted public comment protocol and said staff from the assessor's office were present and would follow up; Shepherd requested clarification and assistance before making large tax payments while appeals remain pending.
