Committee presses staff on transaction plan, equity and BRT vision; staff outlines timeline for public comment

Committee members used the June 23 meeting to press NVTA staff to strengthen the transaction plan’s treatment of equity, safety and sustainability and to clarify how the Authority will support a regional bus rapid transit (BRT) ecosystem.

Jasper Beck, NVTA staff, updated the committee on the transaction plan drafting process and calendar: staff is finalizing the project list and plan document to form the public comment packet; the public comment period is expected to begin around August 1, with a public hearing prior to the September Authority meeting and final adoption targeted by year‑end.

Committee members urged clearer scoring and application guidance so jurisdictions can propose projects that demonstrate benefits across the three lenses. Members highlighted practical, near‑term items—improved bus stops, signal priority, first/last‑mile micro‑mobility, and attention to service for non‑commute trips and shift workers—that they said could advance safety, equity and sustainability even before large capital projects are built.

Staff and members also discussed decarbonization and federal funding opportunities for electric vehicle infrastructure; staff said Commonwealth and federal programs are emerging and NVTA could pursue discretionary grants directly. The committee discussed pilotable or incremental actions (e.g., a dedicated small pot for bike‑ped safety improvements or targeted bus‑stop upgrades) and noted that project sponsors’ applications ultimately determine what appears in the funding cycle.

Miss Packer emphasized execution: "ask for what you need when you need it" and urged jurisdictions to notify NVTA when other funds are used so NVTA can reallocate if necessary. Staff said a BRT study funded from the small unprogrammed balance will move forward and that staff will coordinate with jurisdiction staff on transaction timing and project eligibility in the next call for projects.

The committee did not take separate formal action on the transaction plan at the meeting but endorsed moving into the transaction drafting and public comment phase with the schedule described by staff.
