Council approves rezoning at 2208 Sycamore Court after applicant presentation and neighbor concerns

The City Council approved an ordinance to rezone properties at 2208 Sycamore Court and an identified parcel from R2 (two‑family residential) to C3 commercial at the request of Kenton Randolph. The petitioner said he intends to combine two parcels to create a commercial parcel fronting 36 Highway and hopes the corner will be developed; the lot is currently offered for sale.

During the public hearing, Randolph said he had spoken with the neighbor directly to the east and that the city notifies surrounding neighbors by mail. A neighbor and a council member raised concerns about setting a precedent by rezoning in established residential areas and about potential negative effects on property values. Another council member noted commercial frontage on the adjacent 36 Highway corridor and argued the site aligns with the city's 2040 plan for walkable, mixed‑use areas.

The clerk admitted certified copies of chapters 26 and 31 of the Code of Ordinances into evidence during the hearing. After council discussion, the motion to approve the rezoning passed with a recorded count of 7 ayes, 1 nay and 1 abstention.

The ordinance passed, and staff will proceed according to standard implementation steps for zoning changes.
