The St. Joseph Planning Commission on a unanimous vote approved two major subdivision preliminary plats and authorized related subdivision improvement agreements that will allow property‑line realignments and phased improvements in two River Road/Water Works Road areas.
Brandon, planning staff, told commissioners the application for "Pioneer Material Amended" reconfigures unplatted tracked land into lots for future real estate transactions and must proceed as a major subdivision because one parcel contains about 14.6 acres. "This is the first time that the property is gonna be fully subdivided through the major subdivision process," Brandon said, and staff recommended approval with no conditions.
The commission also approved the preliminary plat for "Eagles Way Second Plat," a proposal to combine four lots into two, including a parcel just over 16 acres. Brandon said the site had earlier, partially permitted work tied to a proposed riverfront RV park and was now resubmitting documents; staff again recommended approval with no conditions.
For both subdivisions the commission separately authorized the planning staff to negotiate subdivision improvement agreements under a waiver of section 26‑70(a) so that any required public improvements could be phased or bonded as development proceeds. Brandon described the practice as routine: the agreements create a mechanism to require or phase infrastructure if and when development moves forward.
The public comment periods produced no speakers for either preliminary plat. Commissioners moved and seconded the approvals and roll calls recorded affirmative votes by the commissioners present. The approvals do not change existing development immediately; staff said no new construction was proposed as part of the plats, which primarily realign property lines and clarify legal descriptions.
The commission’s actions allow property owners and prospective developers to proceed with more conventional lot‑by‑lot transactions and position both sites for any future permitting and construction steps, subject to later reviews and any required code compliance.
