The Utah County Commission approved a group of interlocal cooperative agreements (ILAs) with several cities for the county to administer municipal elections, subject to attaching the Exhibit B cost estimates to the final documents before the chair signs them.
County staff explained that each ILA includes an Exhibit B with an estimate of election costs; some signed returns did not include the scanned exhibit in the county's digital package but staff said the exhibits had been provided to and approved by the cities in their original submissions. "Exhibit B is designed to be an estimate," a staff attorney said, and state law requires cities to pay the actual cost invoiced by the county.
Spanish Fork city counsel Vaughn Pickell confirmed his city had approved the Exhibit B attachment. Commissioners approved the package of ILAs with the condition that Exhibit B be attached to the documents signed by the commission chair. The motion carried 3–0.
Staff said the county will ensure the final signed documents include the exhibits and that billing will follow the county's cost formula tied to registered‑voter counts.
